Asbestos removal in Salem, Oregon: what to know
Asbestos is a natural mineral fiber that was used for decades in building materials for insulation and fire resistance. EPA lists common places it turns up in homes: pipe wrap, vermiculite attic insulation, vinyl floor tiles and sheet-flooring backing, textured wall and ceiling coatings, cement siding and roofing, and furnace gaskets. You usually can't tell by looking: a lab has to analyze a sample.
The danger comes when material is disturbed. Sanding, cutting, scraping or demolishing it can release fibers you can't see. EPA links asbestos exposure to lung cancer, mesothelioma and asbestosis, and notes that disease may take many years to show up. Oregon DEQ and OSHA both say there is no known safe level of exposure.
The rules in one minute
- Survey before work: before renovating or demolishing a commercial building or a residential building built before Jan. 1, 2004, the owner or operator must have an accredited inspector do an asbestos survey (OAR 340-248-0270).
- Owner-occupant exemption: if you own and live in a single-unit home and do the renovation work yourself, you're exempt from the survey rule, but DEQ still recommends one, and the exemption never applies to demolition.
- Who can remove it: friable asbestos must be removed by a DEQ-licensed abatement contractor (or by an owner-occupant, inside their own home). Nonfriable material can also be removed by CCB-licensed contractors or owners, with DEQ notification.
- Disposal: all asbestos waste must be double-bagged in 6-mil plastic, labeled and taken to a DEQ-permitted facility.
Details and exceptions: Oregon asbestos rules explained.
